Chairwoman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Megan Sperry, and Deputy Chair Herbert Litts, III offer the following:

WHEREAS, pursuant to Section 224, Subdivision 8 of the County Law, the Ulster County Legislature appropriated to Cornell Cooperative Exten­sion Association of Ulster County the sum of $371,315.00 in the 2024 Ulster County Budget to be expended in accordance with budgets submitted to the Ulster County Legislature; and

WHEREAS, Cornell Cooperative Exten­sion Association of Ulster County has requested an increase bringing the total appropriation request for 2025 to $479,046.00; and

WHEREAS, pursuant to County Law Section 224 (8), in order to receive such funds, Cornell Cooperative Exten­sion Association of Ulster County must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and the Ulster County Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and

WHEREAS, Cornell Cooperative Exten­sion Association of Ulster County will receive payments totaling the not to exceed amount of $371,515.00, in accordance with the terms specified in an agreement with the County of Ulster and Cornell Cooperative Exten­sion Association of Ulster County, and no later than December 31, 2025, Cornell Cooperative Extension Association of Ulster County shall submit a certified accounting of expenditures to the Legislative Financial Analyst and Commissioner of Finance; now, therefore, be it

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to sign a memorandum of agreement (subject to the approval of the County Attorney as may be duly approved by Cornell University as agent for the State of New York, outlining the above conditions and methods of payment and directing the above Association to spend the funds only for the purpose set forth herein; requiring an annual report at the end of the year containing therein a true and accurate account of all receipts and expenditures of said association), as well as an agreement for professional services in the amount of $371,315.00 with the County of Ulster and Cornell Cooperative Extension Association of Ulster County,  in  the  form  as filed

with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, Counsel to the Ulster County Legislature, Chair of the Legislature, and the Chair and Deputy Chair of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee; and, be it further

RESOLVED, that the Comptroller and/or any and all officers of the County of Ulster, their agents and repre­sentatives, shall be allowed full access upon reason­able notice and at reasonable times to the books, papers, records and premis­es of Cornell Cooperative Exten­sion Association of Ulster County during the period that this Resolution is in effect for the purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further

RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regula­tions including, in particular, any forbidding discrimina­tion by such organization,

and move its adoption.
