Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following: 

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of Department of Emergency Communications/Emergency Management; and

 

WHEREAS, in August 2008, the United States Department of Homeland Security awarded a Port Security Grant to the Port Authority of New York and New Jersey (“PANYNJ”) for the Port of New York and New Jersey areas; and

 

WHEREAS, the Fire Department of New York (FDNY) constructed and maintains and operates a marine simulator on the FDNY Property, consisting of an approximately 4,100 square foot three-story structure, equipped with various features that are designed to enable first responders to train in boarding, operating on, and performing hazard mitigation and other public safety operations on a ship (“Marine Simulator”); and

 

WHEREAS, FDNY’s Port Security Grant Program Investment Justification, dated May 1, 2013, states that the Marine Simulator will be used as a training resource for the region’s responders to shipboard incidents, including fire departments that regularly respond to marine incidents in the Port of New York and New Jersey areas (“Port Partners”); and

 

WHEREAS, the Ulster County Department of Emergency Communications/ Emergency Management is a Port Partner of the Unites States Coast Guard; and

 

WHEREAS, the eastern boundary of Ulster County is formed by 38 miles of the Hudson River; and

 

WHEREAS, FDNY employs qualified firefighters certified by the Coast Guard to provide basic and advanced marine firefighting training (“Instructors”); and

 

WHEREAS, the Ulster County Department of Emergency Communications/ Emergency Management as per the Ulster County Mutual Aid Plan oversees the Ulster County Fire Training Program; and

 

WHEREAS, the Ulster County Department of Emergency Communications/ Emergency Management has requested permission for FDNY to provide marine firefighting awareness training (“Training”); and

 

WHEREAS, the Director of Emergency Services requests that that an Agreement be signed with the FDNY to provide said training; and now therefore, be it

 

RESOLVED, that the Chair of the Legislature is hereby authorized to sign a training agreement with the City of New York acting by and through the New York City Fire Department in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,         

 

and moves its adoption.
