Majority Leader Abe Uchitelle and Legislator Limina Grace Harmon offer the following:
WHEREAS, the Ulster County Legislature is comprised of 23 duly elected representatives tasked with performing the peoples’ business for the County of Ulster; and
WHEREAS, on July 3, 2024, the Law Enforcement and Public Safety Standing Committee Meeting was repeatedly interrupted by verbal outbursts initiated by Legislator Maloney, after he arrived late to said meeting and failed to record a vote on half of the Committee’s publicly advertised business; and
WHEREAS, over the course of these outbursts, ostensibly pertaining to matters not advertised on the meeting agenda, Legislator Maloney advanced an unsubstantiated claim that undocumented United States residents are causing an increase in crime; and
WHEREAS, notwithstanding the Chair’s attempts to restore order and repeated calls for recess, Legislator Maloney flagrantly disregarding the Chair’s directives and spoke over the Chair, causing a disruption of county government; and
WHEREAS, Legislator Maloney, in a series of verbal outbursts, levied personal insults and attacks against Ulster County Sheriff Juan Figueroa; and
WHEREAS, by virtue of the aforementioned conduct, Legislator Maloney violated the Legislature’s Rules of Order and impeded the completion of the People’s business; and
WHEREAS, when a Standing Committee Meeting of the Ulster County Legislature is recessed due to repeated violations of decorum, residents of the other 22 legislative districts outside of Saugerties are deprived of representation; and
WHEREAS, pursuant to Rule of Order 10(G)(4), Censure is a formal, group recognition that a given Member’s conduct runs counter to the Legislature’s accepted standards of behavior; and
WHEREAS, the Ulster County Legislature finds that the conduct of Legislator Joe Maloney contravenes the Legislature’s accepted standards of behavior; now, therefore, be it
RESOLVED, Legislator Joe Maloney is hereby Censured by the Ulster County Legislature,
and moves its adoption.
