Chairwoman of the Public Works, Capital Projects and Transportation Committee, Laura Petit, and Deputy Chair Dean J. Fabiano offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance and the Department of Public Works; and
WHEREAS, Resolution No. 99 of March 16, 2022 amended the Capital Project No. 597 for the purchase and renovation of 21 Elizabeth Street and provided acquisition funding for Capital Project 597; and
WHEREAS, Resolution No. 101 of March 16, 2022 authorized the acquisition by Ulster County of the property known as 21 Elizabeth Street in the City of Kingston; and
WHEREAS, pursuant to Resolution Nos. 99 and 101 of 2022 and the recommendations of the Ulster County Housing Action Plan, the County is in the process of acquiring 21 Elizabeth Street and intends to renovate the three-story building on the property into supporting and transitional housing that will help meet a critical housing need; and
WHEREAS, a Request for Proposal for Architectural & Engineering Services for Renovation of 21 Elizabeth Street was released June 9, 2022; and
WHEREAS, the County has received a proposal for Architectural & Engineering services from Labella Associates and the County wishes to award to this firm; and
WHEREAS, the County anticipates additional sources of funding for renovation work to come from the City of Kingston’s American Rescue Plan Act funds as well as other grant funding, however these funds will need more time to be accessible for project expenses including design and engineering services; and
WHEREAS, funding for architect & engineering services will allow the design for renovation of Elizabeth Manor into emergency housing to progress as quickly as possible; and
WHEREAS, the Commissioner of Finance and the Commissioner of Public Works request that Capital Project No. 645 be established and funded for Architect & Engineering renovation planning services in the amount of $200,000.00; and
WHEREAS, based upon examination by the Ulster County Legislature, the County’s funding of this Project for design and engineering planning services constitutes a Type II action as defined under Sections 4.5.5 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and
WHEREAS, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; now, therefore be it
RESOLVED, that the 2022-2027 Ulster County Capital Improvement Program is amended as follows:
ADD AMOUNT
Capital Project No. 645 21 Elizabeth Street, Renovation $200,000.00
and be it further,
RESOLVED, that Capital Project No. 645 is hereby established as follows:
CREATE AMOUNT
Capital Project No. 645 21 Elizabeth Street, Renovation $200,000.00
and, be it further
RESOLVED, that the 2022 Ulster County Capital Fund budget is hereby amended as follows:
INCREASE AMOUNT
HH 1997.0645-4300.4505 Professional Services $200,000.00
