Establishing Capital Project No. 427 “Building A Better Ulster County” Infrastructure Investment Program – Hot-In-Place Recycling, Nova Chip and Asphalt Overlay Shoulders – Lucas Avenue – Amending the 2015 – 2020 Capital Program – Department Of Public Works (Highways & Bridges)

Maio, Maloney, and Richard Parete)

Chairman of the Public Works & Capital Projects Committee, Dean J. Fabiano,

and Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, the County Executive has established an Infrastructure

Investment Program known as “Building a Better Ulster County” to begin addressing

critical road and bridge improvements at the County level; and

WHEREAS, this program will restore and improve the County’s aging

infrastructure and will be in addition to the County’s core capital program; and

WHEREAS, the Acting Commissioner of Public Works requests funds to

provide a hot-in-place Recycling and nova chip resurface to Lucas Avenue (County

Road Nos. 50, 58, and 123) with a section of the road receiving widened asphalt

overlay shoulders; and

WHEREAS, it is now necessary to fund Capital Project No. 427 in the amount

of $2,422,400.00; and

WHEREAS, the Acting Commissioner of Public Works requests that the 2015

– 2020 Capital Program be amended to establish Capital Project No. 427, and funded

in the amount of $2,422,400.00; and

WHEREAS, the Ulster County Department of Public Works intends to

contract with outside contractors for the hot-in-place Recycling, nova chip, and

asphalt overlay of shoulders; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under

Sections 4.5.3 and 4.5.6 of the County of Ulster’s State Environmental Quality



WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore, be it

RESOLVED, that Capital Project No. 427 for “Building a Better Ulster

County” Infrastructure Investment Program, Hot-In-Place, Nova Chip and Shoulder

Asphalt Overlay – Lucas Avenue is hereby established as follows:


Capital Project No. 427 Lucas Avenue (Nos. 50, 58, and 123)

Hot-In-Place, Nova Chip, Shoulders $2,422,400.00

and, be it further;

RESOLVED, that the 2015 Capital Fund Budget is hereby amended as



HH.5197.0427-2300.2550 Capital Project No. 427 $2,422,400.00
