Majority Leader Gregorius and Minority Leader Ronk offer the following:

WHEREAS, in view of the rapidly changing public safety and law

enforcement environment in the Hudson Valley/Catskills region, as well as current

practical limitations on the size and scope of individual agency resources, the

formation of a Regional Mutual Assistance Team (RMAT) has been proposed; and

WHEREAS, the following law enforcement agencies have agreed to

participate: Greene County Sheriff's Office, Ulster County Sheriff's Office,

Columbia County Sheriff's Office, Albany County Sheriff's Office, Delaware County

Sheriff's Office, and Schoharie County Sheriff's Office; and

WHEREAS, the existence of a unified effort to protect the counties covered

by the Sheriff’s Offices will provide a more efficient utilization of police services

and resources, an enhanced degree of cooperation between law enforcement

agencies within the participating communities, more timely and effective response to

calls for specialized police assistance, and adequate manpower levels of highly

trained law enforcement officers to resolve crisis, high risk situations, and protect

against terrorist activity; and

WHEREAS, the joint exercise of law enforcement powers and authority is

specifically authorized by New York State General Municipal Law §209-m; now,

therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute an intermunicipal agreement, and any amendments thereto,

with the various municipalities participating in the Regional Mutual Assistance Team

(RMAT), in the form as filed with the Clerk of the form as filed with the Clerk of the

Ulster County Legislature, or as modified with the approval of the County Attorney;

and, be it further

RESOLVED, that additional municipalities that desire to participate shall be

added as additional signatories to the Memorandum of Understanding upon the

review and authorization by the County Attorney, in consultation with the

Chairman of the Legislature and the Chairman and Deputy Chairman of the

Law Enforcement and Public Safety Committee,

 

and move its adoption.
