Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, the County Executive has submitted this resolution on behalf of

the Department of Public Works; and

WHEREAS, Ulster County’s inventory lists 149 large culverts which have

spans between 5ft and 20ft; and

WHEREAS, in order to determine the condition of the culvert and prioritize

culvert infrastructure repairs it is essential that a condition rating be performed and

the Commissioner of Public Works requests funds for inspection and evaluation to

rate Ulster County’s large culvert inventory; and

WHEREAS, project expenditures in the amount of $200,000.00 for Large

Culvert Inspection Program, were approved in the 2015 – 2020 Capital Program; and

WHEREAS, it is now necessary to fund Capital Project No. 450 in the amount

of $200,000.00; and

WHEREAS, the Ulster County Department of Public Works intends to

contract with an outside agency for the inspection and evaluation; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under

Sections 4.5.5 of the County of Ulster’s State Environmental Quality Review Act

(SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated

April 20, 2010; and

WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore, be it 

 

RESOLVED, that Capital Project No. 450 - Large Culvert Inspection Program

is hereby established as follows:

CREATE

Capital Project No. 450 Large Culvert Inspection Program $200,000.00

and, be it further

RESOLVED, that the 2015 Capital Fund Budget be amended as follows:

 INCREASE AMOUNT

HH.5197.0450-4300.4505 Professional Services/Other Fees $200,000.00
