Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,

and Deputy Chairman Kenneth J. Ronk offer the following:

WHEREAS, Project Lifesaver is a program available to law enforcement

agencies to help them track people prone to wandering due to cognitive impairments,

such as Alzheimers Disease and autism; and

WHEREAS, New York State Division of Criminal Justice Services (DJCS)

has purchased Project Lifesaver radio tracking equipment for deployment to law

enforcement agencies in New York State who have already implemented Project

Lifesaver within their counties; and

WHEREAS, the Ulster County Sheriff's Office has participated in Project

Lifesaver since 2010 and wishes to expand its program operations; and

WHEREAS, New York State DCJS, through its Missing Person

Clearinghouse Program, has determined to provide the Sheriff's Office with 11

Project Lifesaver transmitter kits (valued at approximately $3,300) to deploy to

families with children with cognitive impairments including autism and Down

Syndrome at no cost to the County in return for the Sheriff's Office becoming a

Partner Agency with DCJS and observing the provisions of a Memorandum Of

Understanding; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute a Memorandum of Understanding, and any amendments

thereto, with the New York State Division of Criminal Justice Services, for the term

commencing on the date that the MOU is fully executed by all parties and shall

remain in effect until otherwise terminated by either party in writing with thirty days’

notice,

and move its adoption.
