Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the

following:

WHEREAS, pursuant to County Law Section 224 (4), the Ulster County

Legislature appropriated to the Court Appointed Special Advocates (CASA) the sum

of $36,000.00 in the 2015 Ulster County Budget for the purpose of maintenance and

operation; and

WHEREAS, pursuant to County Law Section 224 (4), in order to receive such

funds, the Court Appointed Special Advocates (CASA) must submit to the Ulster

County Legislature a verified accounting of disbursements to be undertaken, and to

the Ulster County Commissioner of Finance, a Memorandum of Receipt signed by

the principal officer; and

WHEREAS, the Court Appointed Special Advocates (CASA) will receive

payment in the amount of $36,000.00, in accordance with the terms specified in an

agreement with the County of Ulster and the Court Appointed Special Advocates and

will return any unexpended funds as of December 31, 2015, along with a certified

accounting of expenditures to the Commissioner of Finance; now, therefore, be it

RESOLVED, that as part of the agreement, the Comptroller and/or any and all

officers of the County of Ulster, their agents and representatives, shall be allowed full

access upon reasonable notice and at reasonable times to the books, papers, records

and premises of the Court Appointed Special Advocates (CASA), during the period

that this resolution is in effect for the purpose of ascertaining the manner in which the

above sum of money is being used or applied; and, be it further

RESOLVED, that the above organization agrees to comply with all applicable

Federal, State and local regulations including, in particular, any forbidding

discrimination by such organization; and, be it further

 

RESOLVED, that as part of the agreement, the Chairman of the Ulster County

Legislature is hereby authorized to execute an agreement in the amount of

$36,000.00 with the Court Appointed Special Advocates (CASA) for maintenance

and operation, in the form as filed with the Clerk of the Ulster County Legislature or

as modified with the approval of the County Attorney, Counsel to the County

Legislature, Chairman of the County Legislature, and the Chairman and Deputy

Chairman of the Legislative Programs, Education and Community Services

Committee,

and move its adoption.
