Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Youth Bureau; and

WHEREAS, the funding available from New York State for Youth Programs

in 2015 is $213,821.00 which is the same amount as the previous year; and

WHEREAS, the Director of the Youth Bureau requests the Ulster County

Youth Bureau’s 2015 Resource Allocation Plan be approved in the amount of

$213,821.00 in order to qualify for reimbursement from the New York State Office

of Children and Family Services; and

WHEREAS, the $213,821.00 total includes programs administered by nonCounty municipalities (towns, villages and/or city) with reimbursement no longer

provided directly from New York State to those municipalities, but rather by the

County; and

WHEREAS, the reimbursable portion of this allocation is $213,821.00; and

WHEREAS, the Resource Allocation Plan covers Youth Development and

Runaway Homeless Youth Act programs; and

WHEREAS, the Ulster County Youth Board has met and reviewed all

submitted proposals and has made its recommendation to the Director of the Youth

Bureau; and

WHEREAS, the Resource Allocation Plan requires the signature of the chief

Executive Officer of the County; now, therefore, be it

RESOLVED, that the Ulster County Legislature hereby approves the Ulster

County Youth Bureau’s 2015 Resource Allocation Plan in the amount of

$213,821.00, in the form as filed with the Clerk of the Ulster County Legislature or

as modified with the approval of the County Attorney; and, be it further

 

RESOLVED, the County Executive is authorized to execute the 2015

Resource Allocation Plan and any other contracts, agreements or amendments

required under this funding; and, be it further

RESOLVED, the Chairman of the Ulster County Legislature is hereby

authorized to execute inter-municipal agreements with the various municipalities

which will be funded under the approved allocation plan; and, be it further

RESOLVED, if funding for this plan is eliminated, County participation will

be reviewed by the Ways and Means Committee,

and move its adoption.
