Referred to: The Legislative Programs, Education, and Community Services
Committee (Chairman David B. Donaldson and Legislators Gregorius, Lopez and
Wawro), and The Ways and Means Committee (Chairman Gerentine and Legislators
Allen, Belfiglio, Briggs, Gregorius, Maio, Maloney and Richard Parete)
Chairman of the Legislative Programs, Education and Community Services
Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of Ulster County Community College; and
WHEREAS, the College Labor Attorney William Wallens and members of
the executive staff have negotiated a four-year collective bargaining agreement
covering the period September 1, 2014, to August 31, 2018, with Ulster County
Community College Organization of Professional and Administrative Personnel
(OPAP) and recommends the agreement to the Board of Trustees and the Ulster
County Legislature; and
WHEREAS, the President recommended affirmative action by the Board of
Trustees on the collective bargaining agreement; and
WHEREAS, the collective bargaining agreement has been reviewed and
adopted by the Board of Trustees pursuant to Resolution #15-9-128 on September 15,
2015; and
WHEREAS, the contract results in longevity increments for full-time staff as
follows: longevity retroactive to September 1, 2014, longevity retroactive to
September 1, 2015, longevity plus .25% on September 1, 2016, and longevity plus
.25% on September 1, 2017; and
WHEREAS, the contract results in salary increases for part-time staff as
follows: 1.5% retroactive to September 1, 2014, 1.5% retroactive to September 1,
2015, 1.75% on September 1, 2016, and 1.75% on September 1, 2017; now,
therefore, be it
RESOLVED, that the Ulster County Legislature hereby approves the
collective bargaining agreement covering the period of September 1, 2014 to August
31, 2018, between the County of Ulster and the Ulster County Community College
Organization of Professional and Administrative Personnel (OPAP); and, be it further
RESOLVED, that the County Executive of the County of Ulster is hereby
authorized to execute a Memorandum of Agreement with the Ulster County
Community College Organization of Professional and Administrative Personnel
(OPAP), as filed with the Clerk of the Ulster County Legislature or as modified with
the approval of the County Attorney,
and move its adoption.
