The Ways and Means Committee (Chairwoman Archer and Legislators Bartels, Gavaris, Haynes, Maio, Ronk, and Walter)
Chairwoman of the Ways and Means Committee, Lynn Archer, and Deputy Chair Kenneth J. Ronk, Jr. offer the following:
WHEREAS, the County’s burden for state mandated programs and services has risen in recent years and will continue to do so into the foreseeable future; and
WHEREAS, strict austerity measures undertaken in operations of the county government have substantially mitigated but not eliminated the financial burden of mandates on Ulster County; and
WHEREAS, the additional sales tax rate of one percent as authorized by Chapter 200 of the Laws of 2002 and as subsequently amended, will expire on November 30, 2020; and
WHEREAS, the Ulster County Legislature wishes to ease the burden on the County property taxpayer by continuing the additional sales tax rate of one percent, as authorized by Chapter 200 of the Laws of 2002 as subsequently amended, for at least the twenty-four month period commencing December 1, 2020; now, therefore, be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to request the New York State Legislature to commence the process of extending the Ulster County additional sales tax rate of one percent, as authorized by Chapter 200 of the Laws of 2002 as subsequently amended, for at least the twenty-four month period commencing December 1, 2020; and, be it further
RESOLVED, that these intentions be transmitted to New York State Senators George A. Amedore, Jen Metzger, James L. Seward, and James Skoufis, and New York State Assemblymembers Kevin A. Cahill, Jonathan G. Jacobsen, Brian D. Miller, and Chris Tague,
and move its adoption.
