Chairman of the Health, Human Services and Human Rights Committee, Abe Uchitelle, and Deputy Chair Craig V. Lopez offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Health (DOH); and

 

WHEREAS, to eliminate childhood lead exposure in New York State, legislation introduces a statewide rental registry program to identify and remediate lead hazards and increase the number of lead-safe rental units in high-risk areas across the state; and

 

WHEREAS, New York State Public Health Law §1377 requires that all property owners of homes built prior to 1980 with two or more units register their property through a rental registry and have a lead safety inspection conducted; and

 

WHEREAS, it is the local health department’s responsibility to complete, or ensure completion of, all components of PHL §1377; and

 

WHEREAS, the NYS Department of Health intends to award the Ulster County Department of Health a five-year contract (DOH01-C39934GM-3450000) for the Lead Rental Registry program in the amount of $558,200 per year for the contract term April 1, 2024, through March 31, 2029; and

 

WHEREAS, the Lead Rental Registry Program funds will be used to staff positions, purchase (2) vehicles, (3) XRF lead paint analyzers, office & program supplies and staff apparel that will ensure the success of the Department of Health to fulfill the mandated obligations of the program; and

 

WHEREAS, the Public Health Director requests that the Chair of the Ulster County Legislature be authorized to execute a five-year contract (Contract No. DOH01-C39934GM-3450000) and any amendments thereto, for the period April 1, 2024, through March 31, 2029, in the amount of $2,791,000.00, with the New York State Department of Health to fund the implementation of the Lead Rental Registry Program; now, therefore, be it

 

 

 

RESOLVED, that the Chair of the Ulster County Legislature be authorized to execute a five-year contract (Contract No. DOH01-C40846GM-3450000) and any amendments thereto, for the period April 1, 2024 through March 31, 2029, in the amount of $2,791,000.00, with the New York State Department of Health to fund the Lead Rental Registry Program; and, be it further

 

RESOLVED, that if funding for this program is eliminated, the Commissioner of Finance shall, immediately upon discovery, send written notification to the Clerk of the Legislature, and the relevant Department Head shall attend the next regular meeting of the Ways and Means Committee to assist the Committee in review and evaluation for determination of the program’s continuance,

 

and moves its adoption.
