Legislators Laura Petit and Kenneth J. Ronk, Jr. offer the following:

 

WHEREAS, the Ulster County Legislature desires to establish a policy for the purpose of setting parameters and establishing guidelines for the funding of non-county agencies by the Ulster County Legislature and to ensure transparency, accountability, consistency, and adherence to best practices; and

 

WHEREAS, Ulster County recognizes that nonprofit and non-county organizations serve an important role in improving the quality of life for our community by delivering services to our citizens in a cost-effective manner through the use of partnerships; and

 

WHEREAS, Ulster County is committed to providing financial assistance to those nonprofit agencies which assist Ulster County Government in carrying out its mission, and demonstrably contribute to meeting the County’s strategic objectives and key priorities; and

 

WHEREAS, non-county organizations may deliver vital services that the County may not provide in-house or that can be delivered more effectively, efficiently, or utilized to enhance a County function or service; now, therefore be it

 

RESOLVED, that any non-county organization program(s)/service(s) funded directly by the Ulster County Legislature must be made available to all Ulster County residents who meet the eligibility requirements of the program/service; and, be it further

 

RESOLVED, program(s)/service(s) offered by any non-county organization must comply with all state and federal statutes related to protection from discriminatory actions; and, be it further

 

RESOLVED, any non-county organization with funding appropriated by the Ulster County Legislature shall adhere to accountability standards and procedures set by the Ulster County Legislature and as required by law, including compliance with applicable financial, performance measurement, and any additional reporting requirements, deadlines, and deliverables stated in the County contract; and be it further

 

 

 

 

RESOLVED, that the Policy for Appropriating Funding to Non-County Organizations – Ulster County Legislature is hereby adopted as attached and titled “Exhibit A”,

                                                                                       

and move its adoption.
