Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the

following:

WHEREAS, this resolution has been submitted by the County Executive

on behalf of the Director of the Youth Bureau; and

WHEREAS, New York State’s General Municipal Law Article 5-G and

Section A3-4 (Y) of the Ulster County Administrative Code provide that the

Chairman of the Ulster County Legislature can enter into an inter-municipal

agreement on behalf of the County of Ulster; and

WHEREAS, the Director of the Youth Bureau and the Ulster County Youth

Board join in requesting that the Chairman of the Ulster County Legislature be

authorized to execute an agreement for the Summer Recreation Program with the

Town of Ulster in the amount of $1,217.00, for the term January 1, 2014 through

December 31, 2014; and

WHEREAS, the Summer Recreation Program has as an objective, helping

youth demonstrate ethical behavior and civic values, and the Program provides a

safe, structured out of school time environment for youth; and

WHEREAS, Ulster County will be reimbursed $1,217.00 attributable to the

program by the New York State Office of Children and Family Services in

accordance with the Youth Bureau’s 2014 Resource Allocation Plan; now, therefore,

be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute an agreement, and any amendments thereto, for the Summer

Recreation Program with the Town of Ulster, for the term January 1, 2014 through

December 31, 2014, in the form as filed with the Clerk of the Ulster County

Legislature or as modified with the approval of the County Attorney; and be it further

RESOLVED, if funding for this program is eliminated, the program will be

eliminated as well,

and move its adoption.
