Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,

and Deputy Chairman Kenneth Ronk offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Ulster County Department of Emergency Communications / Emergency

Management; and

 WHEREAS, pursuant to Resolution No. 123 dated May 17, 2011, the

Chairman of the Ulster County Legislature executed an agreement with the New

York State Office of Homeland Security and Emergency Services for FY10 State

Homeland Security Program (SHSP) – Anti Terrorism Funds (NYS Contract No.

C835300) in the amount of $242,867.03, for the period August 1, 2010 through July

31, 2013, amended to February 28, 2014; and

 WHEREAS, this contract is a Federally funded program (CFDA# 97.067) to

be administered by the New York State Homeland Security and Emergency Services

Agency and which requires no matching County funds; and

WHEREAS, the goal of the State Homeland Security Program (SHSP) is to

support a broad range of homeland security capabilities to address the threat of

terrorism and other hazards in the County; and

WHEREAS, to date, the Emergency Communications / Emergency

Management Department spent $113,998.97 of the $356,866.00 leaving an

unexpended balance of $242,867.03; and

WHEREAS, the Director Emergency Communications / Emergency

Management requests that the unexpended funds be appropriated and the 2014 Ulster

County Budget be amended accordingly; and

WHEREAS, the funds will be used to support planning, equipment, training,

and exercise needs associated with preparedness and prevention activities for terrorist

events using weapons of mass destruction involving biological, nuclear, incendiary,

chemical, explosive, and/or radiological materials; and

WHEREAS, the program requires no matching funds from the County; now,

therefore, be it

RESOLVED, that the 2014 Ulster County Budget is hereby amended as

follows:

 INCREASE AMOUNT

 

A4-1800-2854 DHSES #C835300 $242,867.03

and, be it further

RESOLVED, that if State and/or Federal funding for this program are

eliminated, this program will be eliminated as well,

and move its adoption.
