Chairman of the Health, Human Services and Human Rights Committee, Abe Uchitelle, and Deputy Chair Craig V. Lopez offer the following:

WHEREAS, at the request of the County Executive on behalf of the Ulster County Department of Mental Health; and

WHEREAS, the Ulster County Department of Mental Health has received notification from the New York State Office of Office of Addiction Services and Support (OASAS) regarding the Opioid Settlement Funding Initiative per the New York State Office of Addiction Services and Support (OASAS) letter dated September 16, 2024; and

WHEREAS, to reflect the increased funding, an amendment of the 2025 budget is necessary; and

WHEREAS, the Ulster County Department of Mental Health is requesting that the Chair of the Ulster County Legislature be authorized to execute an agreement, and any amendments thereto, with the City of Kingston, to pass through Opioid Settlement Funds in the amount of $20,907.00 as directed by OASAS to address substance use prevention, treatment, harm reduction, and recovery services needs at the local level; and 

WHEREAS, there is no increase in County Contribution as a result of these requests; now, therefore, be it

RESOLVED, that the 2025 Ulster County Operating Budget is hereby amended as follows:

and, be it further

RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to enter into an agreement, and any amendments thereto, with the City of Kingston, to accept pass through OASAS Opioid Settlement funds in the amount of $20,907.00 for the term January 1, 2025, through December 31, 2025 in the form as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney,

and moves its adoption.
