Chair of the Legislature, Peter J. Criswell, offers the following:

 

           WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of the Planning; and

 

           WHEREAS, Ulster County was awarded one million dollars ($1,000,000.00) in the 2024 federal fiscal year appropriations cycle of Congressional Directed Spending (CDS) for the Golden Hill Affordable Housing Project for which no matching funds are required; and

 

           WHEREAS, the Golden Hill Project will provide 164 units of intergenerational housing with an affordable rents ranging from 30 percent to 80 percent of Area Median Income (AMI); and

 

           WHEREAS, various offsite improvements are needed to the transportation and water supply infrastructure to ensure that the project can be successfully implemented; and

 

           WHEREAS, Ulster County has established Capital Project No. 677 for the Golden Hill Transportation Improvements that includes construction of a traffic signal to be located at the intersection of Golden Hill Drive and Route 32; and

 

           WHEREAS, it is anticipated that this grant funding can assist in funding improvements that include construction of this traffic signal and improvements to pump station near Marius Street that is part of the water supply system of the City of Kingston that feeds the County owned water supply system on Golden Hill; and

 

           WHEREAS, utilization of these federal funds requires a finding under the National Environmental Policy Act (NEPA); now, therefore, be it

 

           RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute the agreement, and any amendments thereto, with the Department of Housing and Urban Development (HUD) for the purpose of accepting a grant in the amount of $1,000.000.00; and, be it further

 

           RESOLVED, the Director of the Department of the Planning is hereby authorized to submit all necessary grant related documentation and otherwise act as certifying officer for the County regarding this grant funding and any necessary NEPA determinations; and, be it further

 

           RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 4.5.4 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further

 

           RESOLVED, Ulster County has determined acceptance of this funding for the purposes noted above action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require further determination or procedures under SEQRA,

 

and move its adoption.
