Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

 

WHEREAS, this project will install passive and active security measures at Golden Hill Office Building in Kingston and the new DPW Warehouse in the Town of Ulster protecting county assets and improving the safety of county staff; and 

 

WHEREAS, the County desires to add enhanced security measures and camera systems to restrict unauthorized access to sensitive locations in the facility and coordinate public access and improve the building fire alarm system; and

 

WHEREAS, a capital project titled, “Fire Alarm and Access Control Upgrade Program” was approved in the 2024 – 2029 Capital Program; and

 

          WHEREAS, Pursuant to Resolution No. 744 of December 18, 2023 the Ulster County Legislature established Capital Project No. 681 for access control, fire alarm and security upgrades at 368 Broadway in the amount of $210,000; and

 

WHEREAS, Pursuant to Resolution No. 138 of March 19, 2024 the Ulster County Legislature established Capital Project 692 for access control, fire alarm and security upgrades at Ulster County Office Building in the amount of $310,000.00; and

 

WHEREAS, Pursuant to Resolution No. 334 of June 18, 2024 the Ulster County Legislature established Capital Project 700 for access control, fire alarm and security upgrades at Development Court Office Building and Various other buildings, in the amount of $375,000.00; and

 

WHEREAS, Capital Project Nos. 681, 692 and 700 have been approved by the Ulster County legislature for a total project cost of $895,000.00; and

 

 

 

WHEREAS, the Commissioner of Public Works requests that Capital Project No. 700 be amended and funded for $75,000.00 for additional security improvements at Golden Hill Office Building in the City of Kingston and Department of Public Works new Warehouse facility on Route 9W in the Town of Ulster for a total project cost of $450,000.00; now, therefore, be it

 

RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Sections 2.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further

 

RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further

 

RESOLVED,  that Capital Project No. 700 - is hereby amended to include Golden Hill Office Building and DPW’s new Warehouse facility as follows:
