Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:
WHEREAS, the Department of Social Services and Office of the Ulster County District Attorney advise that due to a shortage of staffing for Ulster County’s local law enforcement agencies, the Ulster County Family Child Advocacy Center (FCAC) has been unable to fill investigator positions for 2024 pursuant to an intermunicipal agreement intended to provide investigators to handle all reports of allegations of child sexual abuse, serious physical abuse including any child fatalities, domestic violence cases involving children, as well as child trafficking and exploitation cases; and
WHEREAS, such vacancies result in an inability to effectively carry out the vital mission of the FCAC, which includes the minimization of trauma to affected child victims and non-offending family members, and to ensure the safety of children and families in Ulster County; and
WHEREAS, authorization of the transfer of funds already allocated for this purpose to the Office of the District Attorney to fill the vacant positions swiftly, as the unit of government with the ability to hire such investigators, will ensure that resources already dedicated to the purpose of investigating such crimes will be properly utilized in 2024; now, therefore be it
