Chairman of the Ways and Means Committee, John Gavaris, and Legislator Hansut offer the following:

 

WHEREAS, at the request of the County Executive, the Ulster County Legislature appropriated funding for addiction recovery and harm reduction services to individuals in recovery from substance use disorders or other related conditions; and

 

WHEREAS, Ulster County contracts with third party entities that provide addiction recovery treatment and harm reduction services; and

 

WHEREAS, the Ulster County Legislature has learned that certain addiction recovery and harm reduction services may be provided at location(s) where children’s services are also being provided; and

 

WHEREAS, the Ulster County Legislature finds that the safety and well-being of children is of paramount importance; and

 

WHEREAS, pursuant to Charter Section C-11, the Ulster County Legislature is the policy determining branch of County Government and as such, shall exercise all powers and duties inferred upon it by law; and

 

WHEREAS, the Ulster County Legislature hereby finds it necessary and appropriate to establish a countywide policy prohibiting the allocation of funding to entities that provide addiction recovery and harm reduction services at facilities where children’s services are also offered; and

 

WHEREAS, for purposes of this policy the term “children’s services” shall be defined as any service or program that provides health, daycare or education services to individuals under the age of 18; and

 

WHEREAS, for the purposes of this policy the terms “addiction recovery” and “harm reduction services” shall be defined as any substance use disorder recovery program(s), including but not limited to detox programs; now, therefore, be it 

 

RESOLVED, that no entity in contract with or receiving funding from Ulster County shall provide addiction recovery or harm reduction services at any facility in which children’s services are also provided, 

 

and moves its adoption.
