Legislator Phil Erner offers the following:

WHEREAS, Ulster County Advisory Boards and Commissions depend upon volunteers to serve as members, providing essential services to Ulster County; and

WHEREAS, many County residents, who are not elected or appointed officeholders or other County employees, serve as volunteers on Advisory Boards and Commissions; and

WHEREAS, these volunteers give of their time and money in order to serve; and

WHEREAS, existing County policy reimburses volunteers on Boards and Commissions for mileage put on their own car while conducting such business; and

WHEREAS, the time and expense for volunteers to conduct such business may entail financial hardship depending on their personal circumstances; and

WHEREAS, certain Boards and Commissions such as Soil & Water pay volunteers a stipend; and

WHEREAS, the Ulster County Legislature recognizes that certain Boards and Commissions may not be eligible for such stipend pursuant to existing laws; now, therefore be it

RESOLVED, that Ulster County, in all instances where legally allowable, shall provide a stipend of $25 to each volunteer Board or Commission member, who is not an elected or appointed officeholder or other County employee acting in the course of their duties, per Board or Commission meeting attended as determined by the official attendance record,        

and moves its adoption.
