Chairman of the Ways and Means Committee, John Gavaris, offers the following:

 

          WHEREAS, Resolution No. 99 dated March 16, 2022 amended the Capital Project No. 597 for the purchase and renovation of 21 Elizabeth Street and provided acquisition funding for Capital Project 597; and 

 

WHEREAS, Resolution No. 101 of March 16, 2022 authorized the acquisition by Ulster County of the property known as 21 Elizabeth Street in the City of Kingston; and

 

WHEREAS, pursuant to Resolution Nos. 99 and 101 of 2022 and the recommendations of the Ulster County Housing Action Plan, the County acquired 21 Elizabeth Street; and

 

WHEREAS, Resolution No. 407 of 2022 established Capital Project No. 645 for the Renovation of 21 Elizabeth Street and funded the Project for architect and engineering renovation planning services in the amount of $200,000.00; and

 

WHEREAS, at the adoption of Resolution No. 407 of 2022 the total anticipated capital costs of the building’s renovation were estimated at $1,000,000.00; and

 

WHEREAS, the 2023-2028 Capital Improvement Program includes Capital Project No. 645 for the Renovation of Elizabeth Street in the amount of $2,100,000.00 over the course of three years; and

         

WHEREAS, the condition of the premises and the architect and engineering renovation planning services have unveiled unanticipated repairs which have increased the total anticipated costs of the renovation, making continuation of the project no longer in the best interest of the County; and

 

WHEREAS, the Legislature does not feel it is in the best interest of the County to pursue the Capital Project No. 645 for the Renovation of 21 Elizabeth Street and wishes to seek other properties for the purpose of developing supporting and transitional housing; and

 

 

 

RESOLVED, that the 2023-2028 Ulster County Capital Improvement Program is amended as follows:
