Referred to: The Ways and Means Committee (Chairman Gavaris and Legislators Cahill, Criswell, Roberts, and Ronk)
Legislators John Gavaris, Joe Maloney, and Laura Petit offer the following:
WHEREAS, pursuant to § C-11 of the Ulster County Charter, “The County Legislature shall be the legislative, appropriating and policy-determining body of the County and, as such, shall have and exercise all powers and duties now or hereafter conferred upon it by applicable law and any and all powers necessarily implied or incidental thereto, including but not limited to the power:
A. To make appropriations, levy taxes, incur indebtedness and adopt a budget, including a capital program; and…
O. To approve the execution of all contracts in excess of $50,000 entered into by the County;” and
WHEREAS, in order for the Legislative members to perform their fiduciary responsibility it may be necessary for a Legislator to review financial invoices and contracts for amounts below $50,000; and
WHEREAS, Ulster County has “New World”, a financial software program, that provides access to review files at different security levels; and
WHEREAS, members of the Legislature should be able to view certain financial files without the ability to make administrative changes or view confidential records such as personnel files; now therefore be it
RESOLVED, that at the request of an Ulster County Legislator, read-only access to the New World financial management system shall be provided on said Legislator’s County issued laptop device to review financial documents for the purpose of performing their fiscal duties,
and move its adoption.
