Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kenneth J. Ronk, Jr. offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance, Division of Recovery and Resilience; and

 

WHEREAS, the Ulster County Capital Program for 2023-2028 includes Capital Project No. 645 entitled, “21 Elizabeth Street Renovations” which anticipates $500,000 of outside, non-state funding to support Capital Project No. 645; and

 

WHEREAS, the City of Kingston (the “City”) and the County of Ulster (the “County”) desire to enter into an Intermunicipal Agreement (IMA) where the County will be a subrecipient of $500,000.00 of the City’s awarded American Rescue Plan Act – Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to support Capital Project No. 645; and

 

WHEREAS the County will be responsible under the IMA for administering a program to complete the development and renovation of the site and building at 21 Elizabeth Street, Kingston, NY, a County owned property (hereinafter ‘the Property”), into an emergency housing shelter for homeless families; now, therefore be it

 

RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute the Intermunicipal Agreement with the City of Kingston to partially fund the renovation of the Property into an emergency homeless housing shelter, in the form as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney,

 

and move its adoption.
