Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kenneth J. Ronk, Jr. offer the following:

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Acting Commissioner of Finance; and

          WHEREAS, the purpose of the Grants Division are as follows: (1) Increase grant revenue awarded to Ulster County Government by at least $200,000; (2) Improve the internal efficacy of Ulster County to pursue and manage grant funding and other awards, (3) Work with the Innovation Division and County partners to address barriers to implementation of awards and introduce quality improvement measures; and

WHEREAS, Ulster County feels that relocating the positions to the Budget and Innovation division to directly report to the Deputy Director of Innovation would improve the effectiveness of the grants division to pursue funding and work collaboratively across departments and with external partners; and

WHEREAS, the increase in pay to $75,000 would result in the recruitment and retention of candidates of higher quality whose skillset includes the pursuit of a larger variety of funding types, and of larger amounts; and

WHEREAS, the Finance Department requests the 2023 Ulster County Budget be amended to reclassify the position titles from Grants Coordinator to Grants Procurement Manager, and from Grant Administrator to Grant Administration Manager, and a salary increase for both positions, and to relocate both positions from the Finance Department to the Budget and Innovation Division; and

WHEREAS, in order to reflect this, an amendment of the 2023 budget is necessary; now, therefore, be it

RESOLVED, that the 2023 County Budget is hereby amended as follows:
