Chair of the Law Enforcement and Public Safety Committee, Eve Walter, and Deputy Chair Gina Hansut offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Department of Emergency Management; and

 

WHEREAS, the Director of the Ulster County Department of Emergency Management has requested that the Chair of the Ulster County Legislature be authorized to enter into an Information Sharing Access Agreement with the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA); and

 

WHEREAS, the County is updating the current Multi-Jurisdictional All-Hazard Mitigation Plan for Ulster County; and

 

WHEREAS, certain FEMA National Flood Insurance Program datasets containing Personally Identifiable Information (PII) are required for completion of the Multi-Jurisdictional All-Hazard Mitigation Plan update; and

 

WHEREAS, the Information Sharing Access Agreement governs the collection, use, access, disclosure, security, and retention of the Personally Identifiable Information (PII) dataset(s); and

 

WHEREAS, the Ulster County Department of Emergency Management has contracted with Tetra Tech, Inc. to complete the update of the Multi-Jurisdictional All-Hazard Mitigation Plan for Ulster County and consents to third party access to FEMA PII; now, therefore be it

 

RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute an Information Sharing Access Agreement with DHS/FEMA, and any amendments thereto,      

 

and move its adoption.
