Chairman of the Law Enforcement and Public Safety Committee, Abe Uchitelle, and Deputy Chair Gina Hansut offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County District Attorney; and

 

WHEREAS, the District Attorney's Office was previously awarded a grant to fund expenses related to the implementation of the coordinated and centralized response to domestic violence by the United States Department Of Justice Office On Violence Against Women (OVW) Improving Criminal Justice Responses (ICJR) to Domestic Violence, Dating Violence, Sexual Assault and Stalking Grant, including reimbursementof expenses incurred by the funded partners; and

 

WHEREAS, the Chair of the Ulster County Legislature was previously authorized to execute an agreement with OVW to accept funding in the amount of $500,000 allocated to the District Attorney’s Office pursuant to Resolution No. 508 dated October 19, 2021; and

 

WHEREAS, five Police Agencies (Town of Saugerties, City of Kingston, Town of New Paltz, Town of Ulster, Ulster County Sheriff’s Office) as well as the part-time District Attorney Trauma Informed Investigator, have been identified for reimbursement under the direction of theDistrict Attorney's Office for thepurpose of funding expenses related to the implementation of the OVW-ICJR grant; and

 

WHEREAS, other partners under the direction of the District Attorney’s Office for the purpose of funding expenses also include the National Network for Safe Communities, Family of Woodstock, a database specialist (TBD) and travel and training; and

 

 

 

 

 

 

 

WHEREAS, the Ulster County District Attorney is requesting $500,000 be appropriated from the District Attorney's OVW grant funding from June 17, 2022 to September 30, 2025 in accordance with the specified OVW grant period for the purpose of reimbursing the five various municipalities participating as per agreements approved by the Legislature pursuant to Resolution 508, dated October 19, 2021, (The City of Kingston, Town of New Paltz, Town of Saugerties, Town of Ulster, The Ulster County Sherriff’s Office) and the District Attorney's Office Trauma Informed Investigator, the Family of Woodstock, the National Network for Safe Communities, database specialist (TBD), and travel and training; and

 

WHEREAS, these funds will be directed as follows from August 1, 2022, throughout the OVW grant period for grant related activities and allocated as follows:

 

               New Paltz Police Department $30,000

               Saugerties Police Department $30,000

               Kingston Police Department $30,000

               Town of Ulster Police Department $32,500

               Ulster County Sheriff’s Office $32,500

DA Investigator $131,040

National Network for Safe Communities $100,000

Family of Woodstock $34,000

Database Specialist $24,960

OVW travel and training $40.000

Additional Travel/training $15,000

RESOLVED, the Chair of the Ulster County Legislature is hereby authorizedto execute inter-municipal agreements with the above-mentioned agencies for the amounts indicated; and, be it further

 

RESOLVED, that the 2022 Ulster County Budget is hereby amended as follows:
