Chairman of the Laws, Rules and Government Services Committee, Jonathan R. Heppner, and Deputy Chair Kevin A. Roberts offer the following:

WHEREAS, this resolution has been submitted at the request of the County Clerk; and

           WHEREAS, the pandemic has shown the need for accessibility of Ulster County Clerk’s Land Records and Indexes in an electronic format; and

             WHEREAS, the County Clerk’s Land Records and Indexes from 1950 to present are digitized and available in electronic format online; and

            WHEREAS, the County Clerk’s Land Records and Indexes from 1685 to 1949 are in hardcopy and microfilm format available in only in the Ulster County Clerk’s Office; and

              WHEREAS, the County Clerk’s Land Records from 1950 to1974 require verification of indexes; and

            WHEREAS, the approved 2022 – 2027 Capital Improvement Program includes a project “Digitization and Electronic Conversion” in the amount of $563,964 to verify digitize and convert to electronic format County Clerk Land Records which will enable accessibility of records online; and

WHEREAS, this project will increase available office space in the County Office Building, reduce public traffic in the County Office Building, increase County Clerk revenue and preserve the Records of the County Clerk’s Office; and  

            WHEREAS, it is now necessary to establish and fund Capital Project No. 627 in the amount of $607,532.00; now, therefore, be it

RESOLVED, that the 2022-2027 Ulster County Capital Improvement Program is amended as follows:

and, be it further

RESOLVED, that Capital Project No. 627, Digitization and Electronic Conversion of County Clerk’s Records is hereby established as follows:
