Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Thomas Corcoran offer the following:

 

WHEREAS, the Ulster County Legislature has appropriated the sum of $28,750.00 in the 2021 Ulster County Budget for the Ulster County Community Action Committee, Inc., for the providing of services for which grants are made by the Federal Office of Community Services; and

 

          WHEREAS, in order to receive such funds, the Ulster County Community Action Committee, Inc., must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and the Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and

 

WHEREAS, the Ulster County Community Action Committee, Inc., will receive payments totaling the not to exceed amount of $28,750.00, in accordance with the terms specified in an agreement with the County of Ulster and the Ulster County Community Action Committee, Inc., and no later than December 31, 2021, Ulster County Community Action Committee, Inc. shall submit a certified accounting of expenditures to the Legislative Financial Analyst and Commissioner of Finance; now, therefore, be it

 

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement in the amount of $28,750.00, for services provided to Ulster County residents and their families who are financially disadvantaged, elderly, and/or mentally or physically disabled, to help them to become self-sufficient, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, Counsel to the County Legislature, Chair of the County Legislature, and the Chair and Deputy Chair of the Legislative Programs, Education and Community Services Committee; and, be it further

 

 

 

 

 

 

 

RESOLVED, that as part of the agreement, the Comptroller and/or any and all officers of the County of Ulster, their agents and repre­sentatives, shall be allowed full access upon reasonable notice and at reasonable times to the books, papers, records and premises of Ulster County Community Action Committee, Inc., during the period that this resolution is in effect for the purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further

 

RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regulations including, in particular, any forbidding discrimination by such organization,

 

and move its adoption.
