Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and Deputy Chair Manna Jo Greene offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

 

WHEREAS, the 2021-2026 Capital Improvement Program contains a Fairgrounds Improvements Capital Project to fund design and construction for infrastructure improvements at the Ulster County Fairgrounds in the amount of $1,205,680.00; and

 

WHEREAS, Capital Project No. 550 was established pursuant to Resolution No. 365 dated August 20, 2019, in the amount of $90,000.00 for the design of an upgrade to the Fairgrounds’ septic, gray water, domestic water, and water storage systems; and

 

WHEREAS, Capital Project No. 550 was amended pursuant to Resolution No. 115 dated March 17, 2020, in the amount of $28,400.00 for a total project cost of $118,400 to include additional design services for the north end campground; and

 

WHEREAS, Capital Project No. 550 was amended pursuant to Resolution No. 216 dated May 18, 2021, in the amount of $14,500.00 for a total project cost of $132,900 to include additional design services for a disinfection system for the Fairgrounds’ sand filter wastewater discharge as required by New York State Department of Environmental Conservation; and

 

WHEREAS, the Commissioner of Public Works requests that Capital Project No. 550 be amended to increase the funding available for construction of the sanitary sewer and campground area improvements in the amount of $637,300.00 for a total project cost of $770,200.00; and

 

WHEREAS, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Sections 2.11 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and

 

WHEREAS, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; now, therefore be it

 

RESOLVED, that the 2021-2026 Ulster County Capital Improvement Program is amended as follows:
