Referred to: The Legislative Programs, Education and Community Services Committee (Chairman Delaune and Legislators Corcoran, Criswell, Parete, and Wawro), and The Ways and Means Committee (Chairwoman Archer and Legislators Bartels, Gavaris, Haynes, Maio, Ronk, and Walter)
Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Thomas Corcoran, offer the following:
WHEREAS, pursuant to County Law Section 224 (4), the Ulster County Legislature appropriated to Dispute Resolution Center, Inc. the sum of $39,750.00 in the 2020 Ulster County Budget in furtherance of promoting prevention of cruelty to children; and
WHEREAS, pursuant to County Law Section 224 (4), in order to receive such funds, Dispute Resolution Center, Inc. must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and the Ulster County Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and
WHEREAS, Dispute Resolution Center, Inc. will receive payments totaling the not to exceed amount of $39,750.00, in accordance with the terms specified in an agreement with the County of Ulster and Dispute Resolution Center, Inc., and no later than December 31, 2020, Dispute Resolution Center, Inc. shall submit a certified accounting of expenditures to the Legislative Financial Analyst and Commissioner of Finance; now, therefore, be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement in the amount of $39,750.00 with Dispute Resolution Center, Inc. for providing advocacy services for abused and neglected children as assigned by the Ulster County Family Court, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, Counsel to the County Legislature, Chair of the County Legislature, and the Chair and Deputy Chair of the Legislative Programs, Education and Community Services Committee, and be it further
RESOLVED, that the Comptroller and/or any and all officers of the County of Ulster, their agents and representatives, shall be allowed full access upon reasonable notice and at reasonable times to the books, papers, records and premises of Dispute Resolution Center, Inc., during the period that this resolution is in effect for the purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further
RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regulations including, in particular, any forbidding discrimination by such organization,
and move its adoption.
