Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Thomas Corcoran, offer the following:

 

WHEREAS, the Ulster County Legislature appropriated to Family of Woodstock, Inc., the sum of $30,000.00 in the 2020 Ulster County Budget for the Supervised Visitation Program; and

 

WHEREAS, Family of Woodstock, Inc., will conduct a majority of the supervised visitation of non-custodial parents with their children as assigned by the Ulster County Family Court at the Darmstadt Shelter for the Homeless or the Family Inn, located at 38-50 Thomas Street, Kingston, NY, and in addition may occasionally provide supervised visitation at the YWCA, Kingston, NY, or Family of Woodstock’s walk-in centers in New Paltz and Ellenville; and

 

WHEREAS, in order to receive such funds, Family of Woodstock, Inc., must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and Ulster County Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and

 

WHEREAS, Family of Woodstock, Inc., will receive payments totaling the not to exceed amount of $30,000.00, in accordance with the terms specified in an agreement between the County of Ulster and Family of Woodstock, Inc., and will return any unexpended funds as of December 31, 2020, along with a certified accounting of expenditures to the Legislative Financial Analyst and the Commissioner of Finance; now, therefore, be it

 

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement in the amount of $30,000.00, with Family of Woodstock, Inc., for providing supervised visitation of non-custodial parents with their children as assigned by the Ulster County Family Court, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, in consultation with Counsel to the Ulster County Legislature,

 

 

 

Chair of the Legislature, and the Chair and Deputy Chair of the Legislative Programs, Education and Community Services Committee; and, be it further

 

RESOLVED, that the Comptroller and/or any and all officers of the County of Ulster, their agents and repre­sentatives, shall be allowed full access upon reasonable notice and at reasonable times to the books, papers, records and premises of Family of Woodstock, Inc., during the period that this resolution is in effect for the purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further

 

RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regulations including, in particular, any forbidding discrimination by such organization,

 

and move its adoption.
