Chairman of the Legislature, David B. Donaldson, offers the following:

WHEREAS, the Ulster County Legislature has appropriated the sum of $10,000.00 in the 2020 Ulster County Budget for People’s Place to offset costs for programming to assist members of the community with fresh, frozen, and packaged foods; and

WHEREAS, in order to receive such funds, People’s Place must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and the Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and

WHEREAS, People’s Place will receive payments totaling the not-to exceed amount of $10,000.00 $5,000.00, in accordance with the terms specified in an agreement with the County of Ulster and People’s Place, and no later than December 31, 2020, People’s Place shall submit a certified accounting of expenditures to the Legislative Financial Analyst and Commissioner of Finance; now, therefore, be it

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement in the amount of $10,000.00 $5,000.00, to offset costs associated with assisting any member of the Ulster County Community in need, with free food through various programs, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, Counsel to the County Legislature, Chair of the County Legislature, and the Chair and Deputy Chair of the Ways and Means Committee; and, be it further

RESOLVED, the Comptroller and/or any and all officers of the County of Ulster, their agents and representatives, shall be allowed full access upon reasonable notice and at reasonable times to the books, papers, records and premises of People’s Place, during the period that this resolution is in effect for the purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further

RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regulations including, in particular, any forbidding discrimination by such organization,

and moves its adoption.
