Chairwoman of the Energy and Environment Committee, Manna Jo Greene, and Deputy Chair Mary Wawro offer the following:
WHEREAS, this resolution has been submitted by the County Executive on behalf of the Department of the Environment; and
WHEREAS, the Ulster County Legislature enacted Local Law No. 9 of 2015, which established the County’s “Green Fleet” policy to reduce emissions, decrease costs, and increase efficiency of vehicles of the fleet under County control; and
WHEREAS, it is now necessary to install additional electric vehicle charging stations to ensure sufficient charging infrastructure is available for vehicles in the County fleet; and
WHEREAS, in September 2018, the New York State Energy Research and Development Authority (NYSERDA) launched Charge Ready NY, an electric vehicle charging station installation rebate initiative, which committed $5,000,000.00 for installations of Level 2 EV charging stations at public and private locations through rebates of $4,000.00 per charging port installed; and
WHEREAS, the Department of the Environment, in consultation with the Ulster County Department of Public Works, wishes to utilize the Charge Ready NY incentive program for the installation of EV charging stations at three (3) Ulster County-owned sites (Hall of Records, Ulster County Area Transit and Ulster County Pool) while funding is available; and
WHEREAS, the Department of the Environment requests that the Chair of the Ulster County Legislature be authorized to enter into an Equipment Owner Agreement and Site Host Agreement, and any amendments thereto, with NYSERDA for the purpose of applying for funding through the Charge Ready NY Rebate Program; and
WHEREAS, the Department of the Environment requests that the Coordinator of the Department of the Environment be authorized to certify the online pre-approval application to NYSERDA, and to certify satisfactory installation of charging equipment; now, therefore, be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute the Equipment Owner Agreement and the Site Host Agreement, and any amendments thereto, with NYSERDA for the purpose of applying funding through the Charge Ready NY program, in the form as filed with the Clerk of the Ulster County Legislature, or as modified by the County Attorney; and be it further
RESOLVED, that the Coordinator of the Department of the Environment is authorized to certify the pre-approval application to NYSERDA, and to certify satisfactory installation of charging equipment,
and move its adoption.
