Referred to: The Laws and Rules, Governmental Services Committee (Chairman
Roberts and Legislators Donaldson, Haynes, Heppner, and James Maloney), and The
Ways and Means Committee (Chairman Gerentine and Legislators Archer, Bartels,
Lopez, Maio, James Maloney, Joseph Maloney, and Petit)
Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano,
offers the following:
WHEREAS, this resolution has been submitted by the County Executive;
WHEREAS, the approved 2018- 2023 Capital Improvement Program includes
a project “Fire Training Center” in the amount of $4,551,000.00 for the construction
of a fire training center; and
WHEREAS, a fire training center will provide critical required training for the
County’s firefighters and other first responders necessary for their safety and the
safety of others when encountering the conditions they are likely to be exposed to
during emergency situations; and
WHEREAS, the County desires to engage the services of a construction
management firm in as part of the final design phase of the project and extending into
construction to ensure that the design and execution of the project protects the
interest of the County; and
WHEREAS, the County pursuant to Resolution No. 379 of August 2016
established Capital Project No. 483 provided funding in the amount of $152,000.00
for the design and necessary environmental work for the Fire Training Facility as
well as declaring the County’s intent to serve as lead agency pursuant to 6 NYCRR
Part 617.6(b) (3), of the State Environmental Quality Review Act (SEQRA); and
WHEREAS, the County pursuant to Resolution No. 395 of October 2018
authorized the Chairman of the Legislature to enter into a deed of easement and a
Memorandum of Agreement for the fire training facility to be located in the Town of
Ulster, and
WHEREAS, the County pursuant to Resolution No. 392 of October 2018
increased the funding for Capital Project No.483 in the amount of 315,000.00 for the
final design of public safety facilities to be located at the proposed site in the Town
of Ulster, and
WHEREAS, the County issued a Request for Proposals No. UC 2018-069 for
Construction Management Services for the Fire Training Center Facility to be located
in the Town of Ulster, and
WHEREAS, the Commissioner of Public Works requests that Capital Project
No. 483 be amended to increase the funding available for construction management
services plus contingencies, in keeping with the results of RFP UC 2018-069; now
therefore, be it
RESOLVED, this resolution authorizes expenditures exclusively for
construction management services necessary to effectuate the final design of the Fire
Training Center and its construction when so authorized; and, be it further
RESOLVED, that Capital Project No. 483, Fire Training Center is hereby
amended as follows:
