Referred to: The Economic Development, Tourism, Housing, Planning & Transit
Committee (Chairman Maloney and Legislators Archer, Delaune, Litts, Maio,
Rodriguez and Woltman)
Deputy Chairman of the Economic Development, Tourism, Housing, Planning &
Transit Committee, Hector Rodriguez, offers the following:
WHEREAS, pursuant to the provisions of Chapter 60 of the New York State
Laws of 2012, which was signed by Governor Cuomo on March 30, 2012, the
Belleayre Mountain Ski Center became a part of the Olympic Regional Development
Authority (herein and after known as “ORDA”), and
WHEREAS, Belleayre is a substantial economic asset for all of New York
State, but in particular Ulster and Delaware Counties, and
WHEREAS, as part of the agreement to include Belleayre as a part of ORDA:
• The ORDA Board of Directors was increased from seven (7) to nine (9)
members to allow for one member each from Delaware and Ulster Counties as
appointed by the Governor, subject to the advice and consent of the New York
State Senate;
• ORDA’s Community Advisory Board was increased from 15 to 19 members
with two additional members appointed by the Delaware County Board of
Supervisors and two by the Ulster County Legislature;
• ORDA will maintain an office located at Belleayre; and
• One of two ORDA Vice-Chairs shall be a resident of Ulster or Delaware
Counties with the person chosen at the recommendation of the Town Boards
of Middletown and Shandaken, and
WHEREAS, the Ulster County Legislature supported Belleayre becoming a
part of ORDA and values the inclusion of an Ulster County resident as a member of
the Authority’s Board of Directors, and
WHEREAS, the Ulster County Legislature supports the appointment of Hilary
Smith to represent Ulster County on the ORDA Board, now, therefore, be it
RESOLVED, that the Ulster County Legislature respectfully urges Governor
Cuomo to appoint Hillary Smith to the Olympic Regional Development Authority
(ORDA) Board, and be it further
RESOLVED, that the Clerk of the Ulster County Legislature shall forward
copies of this resolution to Governor Andrew M. Cuomo, and all representatives of
Ulster County in the New York State Legislature,
and move its adoption.
