Chairman of the Legislature Kenneth J. Ronk Jr. offers the following:

 

WHEREAS, this resolution has been submitted by the County Executive’s

Office on behalf of the Department of Public Works – Building and Grounds; and

WHEREAS, a project to renovate the existing space at the Ulster County

Probation Building, located on Broadway in Kingston, to provide rehabilitative and

restorative justice for adolescents (herein the “Project”) was included in the 2018-

2023 Capital Improvement Program in the amount of $1,630,641; and

WHEREAS, such Project is part of Ulster County’s comprehensive solution to

implementing Raise the Age which must be implemented by October 1, 2018; and

WHEREAS, Resolution No. 431 dated November 28, 2017 established

Capital Project No. 512 in the amount of $420,000.00 for design, construction

management, environmental remediation and selective demolition for such Project;

and

WHEREAS, the design elements selected for the Center has incorporated best

practices in developing model Restorative Justice programming and has incorporated

design elements based on input from experts in the field of restorative justice and

community leaders; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under

Sections 2.2 of the County of Ulster’s State Environmental Quality Review Act

(SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated

April 20, 2010; and 

 

WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; and

WHEREAS, it is now necessary to advance such project to the construction

phase; and

WHEREAS, due in part to an accelerated timeline and the revised design

components incorporated into such Project based on best practice models for the

construction and development of spaces targeted to the provision of Restorative

Justice services; it is now necessary to amend the 2018-2023 Ulster County Capital

Improvement Program; now, therefore be it

RESOLVED, that the 2018-2023 Ulster County Capital Improvement

Program is hereby amended to increase Capital Project No. 512 – Restorative Justice

and Community Empowerment Center from $1,630,641 to $3,262,200, an increase of

$1,631,559; and, be it further

RESOLVED, the 2018 Ulster County Capital Fund Budget is hereby amended

as follows:
