Legislators Joseph Maloney and David B. Donaldson offer the following:

 

WHEREAS, limiting county government appointee’s participation in party

politics is an effective way to prevent the corrupting influence of party politicians;

and

WHEREAS, the Ulster County Legislature believes that prohibiting

appointees of County elected officials from holding any office, other than being a

committeeperson, in any political party committee or committee in support of any

candidate for county elective office and prohibiting said employees from contributing

any sum of money to any committee in support of an Ulster County elected officials’

candidacy would directly protect Ulster County residents from corrupting forces and

insure the integrity of Ulster County departments and agencies; and

WHEREAS, in recent years the Ulster County Legislature has vetted

campaign finance reform legislation and this policy is the first step in being fully

transparent regarding true reform; now, therefore be it

RESOLVED, that the holding of any office or position of authority within any

political party or committee of any political party, other than being a

committeeperson, or of any office or position of authority within any committee on

behalf of any candidate for an Ulster County elected office by any members of the

county executive staff; executive department heads; and any appointees of the

Comptroller, County Clerk, District Attorney, Sheriff and Ulster County Legislature,

with the exception of the Commissioners of the Board of Elections, is prohibited;

and, be it further

RESOLVED, that the making of any contribution of any sum of money to any

committee on behalf of any candidate for an Ulster County elected office by any

members of the county executive staff; executive department heads; and any

appointees of the Comptroller, County Clerk, District Attorney, Sheriff and Ulster

County Legislature is prohibited,

and move its adoption.
