Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chair Manna Jo Greene offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works – (Highways & Bridges); and

WHEREAS, the approved 2018 – 2023 Capital Improvement Program

includes a project “Highway Safety Program” in the amount of $600,000.00 to begin

the systemic upgrade of county signs; and

WHEREAS, the Project will evaluate regulatory and warning signs along

County Roads, prioritize sign renewals and new signs in high crash locations,

upgrade all County Road signage over time to meet federal retro reflectivity

requirements and address sight line clearing and maintenance of encroaching

vegetation that impacts safety; and

WHEREAS, systematic upgrade of the County's signs and the installation of

permanent radar speed limit signs will help to reduce crashes by raising driver

awareness; and

WHEREAS, based on current material costs, the project expenditures are

anticipated to result in a total project cost of $400,000.00; and

WHEREAS, it is now necessary to establish and fund Capital Project No. 520

in the amount of $400,000.00; and

WHEREAS, the project constitutes a Type II action under section 2.2 of the

County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List

that was adopted by Resolution No. 118 on April 20, 2010; and

 

WHEREAS, as per section 3 of the County’s Type II List, this action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA; now, therefore, be it 

 

RESOLVED, that Capital Project No. 520, Highway Safety Program is hereby

established as follows:

 CREATE

Capital Project No. 520 Highway Safety Program $400,000.00

and, be it further

 RESOLVED, that the 2018 Ulster County Capital Fund is hereby amended as

follows:

 INCREASE AMOUNT

HH.5197.0520.2300.2500 Capital Project No. 520 $400,000.00
