Chairman of the Energy and Environment Committee, Richard A. Parete, and Deputy

Chairman Tracey A. Bartels offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of the Environment; and

WHEREAS, Ulster County was awarded grant funding through the New York

State Department of Environmental Conservation Climate Smart Communities to

expand and improve municipal composting in Ulster County and specifically at the

Ulster County Resource Recovery Agency (hereinafter “UCRRA”) facility; and

WHEREAS, this project provides for the expansion and improvement of the

compost facility at UCCRA including such items as the purchase and installation of a

bagging machine to increase the marketability of finished compost product, purchase

and distribution of compost bins for commercial customers and other improvements

such as increasing the capacity of the facility, identification and mapping of food

service operations and institutional generators within the UCCRA service area, and

establishing a pilot organics recovery program at a County facility; and

WHEREAS, authorized by Resolution No. 162 of 2017, Ulster County has

executed a contract with NYS to accept grant funding from the New York State

Department of Environmental Conservation (hereinafter “DEC”); and

WHEREAS, to complete the project and fulfill the grant agreement with New

York State DEC, pursuant to Title 15 of the Environmental Protection Fund, a ten

year climate change mitigation easement is required to be executed between Ulster

County and the UCRRA; now, therefore be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute the Climate Change Mitigation Easement, and any amendments

thereto, with the Ulster County Resource Recovery Agency fulfilling the County’s

executed New York State DEC Climate Smart Communities Program grant

agreement, 

 

and move its adoption.
