Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,

and Deputy Chairman Ronald G. Lapp, Jr. offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Ulster County Department of Emergency Communications / Emergency

Management; and

WHEREAS, the Director of Emergency Communications / Emergency

Management has received notification from the New York State Division of

Homeland Security and Emergency Services regarding the Federal Fiscal Year 2017

annual agreement for the Local Emergency Management Performance Grant

Program (CFDA # 97.042) which provides matching funds to eligible local

emergency service agencies; and

WHEREAS, the Director of Emergency Communications / Emergency

Management requests that the Chairman of the Ulster County Legislature be

authorized to execute an agreement (NYS Contract # C974175), and any

amendments thereto, with the New York State Division of Homeland Security and

Emergency Services for the Local Emergency Management Performance Grant for

the term October 1, 2016 through September 30, 2018 in the amount of $72,913.00;

and

WHEREAS, the Local Emergency Management Performance Grant is made

available by the Federal Emergency Management Agency under the auspices of the

Department of Homeland Security and is administered by the New York State Office

of Emergency Management; and

WHEREAS, the purpose of this program is to ensure the development and

maintenance of a comprehensive, risk-based, all-hazards emergency management

capability at the State and local levels, and to encourage the improvement of the

readiness, response, and recovery capabilities for all hazards that threaten the State’s

communities; now, therefore, be it 

 

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute a Participation Agreement, and any amendments thereto, with

the New York State Division of Homeland Security and Emergency Services for

participation in the Local Emergency Management Performance Grant program for

Federal Fiscal Year 2017, with an annual allocation of $72,913.00, in the form as

filed with the Clerk of the Ulster County Legislature or as modified with the approval

of the County Attorney in consultation with the Chairman of the Legislature and the

Chairman and Deputy Chairman of the Law Enforcement and Public Safety

Committee, and be it further

RESOLVED, that if the funding for this program is eliminated, the program

will be eliminated as well,

and move its adoption.
