Referred to: The Law Enforcement and Public Safety Committee (Chairman Briggs
and Legislators Fabiano, Lapp, Maio, and Rodriguez), The Public Works and Capital
Projects Committee (Chairman Fabiano and Legislators Greene, Litts, Loughran, and
Maloney), and The Ways and Means Committee (Chairman Gerentine and
Legislators Allen, Bartels, Belfiglio, Briggs, Maio, and Maloney)
Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and
Deputy Chairman Peter M. Loughran offer the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Department of Public Works; and
WHEREAS, the approved 2017- 2022 Capital Improvement Program includes
a project “Fire Training Center” in the amount of $1,921,729.00 for the construction
of a fire training center; and
WHEREAS, a fire training center will provide critical required training for the
County’s firefighters and other first responders necessary for their safety and the
safety of others when encountering the conditions they are likely to be exposed to
during emergency situations; and
WHEREAS, the County is interested in moving forward design and
engineering work for the Fire Training Center so as to ensure that all of the needed
elements and site decisions are provided for prior to the authorization of construction;
and
WHEREAS, the County pursuant to Resolution No. 379 of August 2016
established Capital Project No. 483 provided funding in the amount of $152,000.00
for the design and necessary environmental work for the Fire Training Facility as
well as declaring the County’s intent to serve as lead agency pursuant to 6 NYCRR
Part 617.6(b) (3), of the State Environmental Quality Review Act (SEQRA); and
WHEREAS, the County issued a Request for Proposals No. UC 2017-010 for
the Design of the Fire Training Center including the necessary site plan and
environmental work; and
WHEREAS, the Commissioner of Public Works requests that Capital Project
No. 483 be amended to increase the funding available for design of the facility in
keeping with the results of RFP UC 2017-010 and to include funding for legal
assistance during the course of the project; now, therefore, be it
RESOLVED, this resolution authorizes expenditures exclusively for design,
engineering and any needed environmental and legal work necessary to effectuate the
design of the Fire Training Center consistent with the County’s responsibilities under
SEQRA; and, be it further
RESOLVED, that the 2017 Ulster County Capital Fund is hereby amended as
follows:
