Governmental Services Committee (Chairman Roberts and Legislators Belfiglio,
Donaldson, Lopez, Loughran, R. Parete and Rodriguez)
Chairman of the Economic, Development, Tourism, Housing, Planning, and Transit
Committee, James F. Maloney, offers the following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Ulster County Department of Public Transportation; and
WHEREAS, Ulster County is a designated recipient of Section 5307 and
Section 5311 funds from New York State and the Federal Transit Administration;
and
WHEREAS, Ulster County Area Transit (UCAT) is submitting a request for a
consolidated grant of funds to the New York State Department of Transportation,
pursuant to Section 5311, Title 49 United States Code, for Operating Assistance and
the purchase of four (4) low floor 24 foot buses for to replace vehicles that have
reached their useful life for the 2017/2018 fiscal year; and
WHEREAS, the application requires the signature of the Chief Elected
Officer; and
WHEREAS, the operating assistance and buses will be used by UCAT to
provide transportation service to rural areas of Ulster County; and
WHEREAS, Ulster County and the State of New York have entered into a
continuing agreement which authorizes the undertaking of bus purchases and the
guarantee of payment by the State Federal Share for such buses used in rural areas of
Ulster County; and
WHEREAS, the total estimated cost of these capital purchases for the buses
$584,000 with funding sources of 80% Federal ($467,200), 10% State ($58,400), and
10% Local ($58,400); and
WHEREAS, the total estimated operating assistance requested is $725,000
with funding sources of 50% Federal ($362,500), and 50% Local ($362,500), and
WHEREAS, the total request for 5311 funding is $1,309,000 with funding
sources of Federal $829,700, State $58,400 and Local $420,900; and
WHEREAS, the required 50% Local Funds to match Federal funding for
Operating Assistances ($362,500) will be met utilizing New York State Operating
Assistance (STOA) payments available to the County; now, therefore, be it
RESOLVED, that the Ulster County Executive is hereby authorized to execute
an agreement, and any amendments thereto, with the New York State Department of
Transportation to apply for and accept funding of New York State and Federal funds
for operating assistance and the purchase of four low floor buses in the amount of
$1,309,000 with funding sources of Federal $829,700, State $58,400, STOA
$362,500 and Local $58,400 for fiscal year 2017/2018, in the form as filed with the
Clerk of the Ulster County Legislature or as modified with the approval of the
County Attorney; and, be it further
RESOLVED, if funding for this project is eliminated, the project will be
eliminated unless other non-county funding sources are found,
and moves its adoption.
