Chairman of the Public Health and Social Services Committee, Craig V. Lopez, and

Deputy Chairman Chris Allen offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Mental Health; and

WHEREAS, the Department of Mental Health recognizes that field studies by

local college students offer mutual benefits to the college, its students, and the

residents of Ulster County; and

WHEREAS, the Department of Mental Health, in agreement with ColumbiaGreene Community College, desires to serve as a site for a field study assignment, at

no cost to the County; and

WHEREAS, New York State’s General Municipal Law Article 5-G, and

Section A3-4 (Y) of the Ulster County Administrative Code provide that the

Chairman of the Ulster County Legislature, upon approval of the County Legislature,

can enter into an Intermunicipal Agreement on behalf of the County of Ulster; and

WHEREAS, pursuant to General Municipal Law, Section 119-n(a), the

definition of a municipal corporation includes a community college; and

WHEREAS, the Commissioner of the Department of Mental Health requests

that the Chairman of the Ulster County Legislature be authorized to execute an

Intermunicipal Agreement with Columbia-Greene Community College for a field

study assignment at the Department of Mental Health; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute an Intermuncipal Agreement, and any amendments thereto,

with Columbia-Greene Community College for a field study assignment at the

Department of Mental Health, in the form as filed with the Clerk of the Ulster County

Legislature or as modified with the approval of the County Attorney,

and move its adoption.
