and The Ways and Means Committee (Chairman Gerentine and Legislators Allen,
Belfiglio, Briggs, Gregorius, Maio, Maloney, and R. Parete)
Chairman of the Legislative Programs, Education and Community Services
Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Youth Bureau; and
WHEREAS, the Legislature has previously approved the 2015 Youth Bureau
Resource Allocation Plan by Resolution No. 143, dated April 21, 2015; and
WHEREAS, there is available $54,944 in additional funding from New York
State for Runaway Homeless Youth Act (RHYA) programs; and
WHEREAS, the Director of the Youth Bureau has requested the Ulster
County Youth Bureau’s 2015 Resource Allocation Plan be amended and approved in
the amount of $268,765.00 in order to qualify for the full reimbursement from the
New York State Office of Children and Family Services; and
WHEREAS, the $268,765.00 amended total includes programs administered
by non-County municipalities (towns, villages and/or city) with reimbursement no
longer provided directly from New York State to those municipalities, but rather by
the County; and
WHEREAS, the amended reimbursable County portion of this allocation is
$268,765.00; and
WHEREAS, the Ulster County Youth Board has met and reviewed all
submitted proposals and has made its recommendation to the Director of the Youth
Bureau; and
WHEREAS, an amendment to the Ulster County budget is necessary in order
for the Youth Bureau to utilize the additional funds; now, therefore, be it
RESOLVED, that the Ulster County Legislature hereby amends and approves
the Ulster County Youth Bureau’s 2015 Resource Allocation Plan in the amount of
$268,765.00, in the form as filed with the Clerk of the Ulster County Legislature or
as modified with the approval of the County Attorney; and, be it further
RESOLVED, that the 2015 Ulster County Budget is hereby amended as
follows:
INCREASE AMOUNT
A3-3101-3820 State Aid, Youth Programs $54,944.00
(Revenue)
A4-3101-4919 Youth Bureau Programs $54,944.00
(Appropriations)
and, be it further
RESOLVED, if funding for this plan is eliminated, County participation will
be reviewed by the Ways and Means Committee,
and move its adoption.
