Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the

following:

WHEREAS, the New York State Department of Transportation (NYSDOT)

has been designated by the Governor of the State of New York to administer Section

5310 Federal formula rural and small urbanized area funds and all Metropolitan

Planning Organizations (MPO’s) in urbanized areas agreed to have NYSDOT

administer the urbanized area 5310 funds; and

WHEREAS, The Ulster County Office for the Aging is applying for and may

be awarded a contract with the NYSDOT for operating assistance with the RSVPNeighbor to Neighbor Program (the “Program”) for FTA Section 5310 funds to

implement an eligible 5310 project in Ulster County; and

WHEREAS , the Ulster County Office for the Aging is applying for and may

be awarded Federal reimbursement for operating assistance for the Program of 50%

or $15,500.00 per year for three (3) years totaling $46,500.00; and

WHEREAS, the Applicant has fulfilled the FTA coordinated plan

requirements that the project(s) is/are included the project area Coordinated Plan; and

WHEREAS, the application requires the signature of the Chief Elected

Officer; now, therefore, be it

RESOLVED, that the Ulster County Executive is authorized to file a 5310

application, and execute any necessary contracts, or amendments thereto, as a result

of the 5310 application, and implement any 5310 project(s) awarded to Ulster

County,

and move its adoption.
