Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, the County Executive has submitted this resolution on behalf of

the Department of Public Works; and

WHEREAS, the Commissioner of Public Works requests funding for

structural repairs necessary to the Perrine’s Bridge, a historic County owned covered

bridge on State Route 213, over the Wallkill River, in the Towns of Esopus and

Rosendale; and

WHEREAS, the approved 2015 – 2020 Capital Improvement Program

includes a project “Perrine’s Bridge Abutment” in the amount of $240,000.00; and

WHEREAS, the project will restore deteriorating stone abutments, provide

stabilization to the slopes at the abutments, repair/retrofit/replace wooden structural

members and develop a park parcel, including parking, grading, picnic area and

bicycle rack; and

WHEREAS, recent extreme weather conditions has accelerated deterioration

of supporting truss members and abutment; and

WHEREAS, additional costs for repairs are estimated to be $110,000.00; and

WHEREAS, it is now necessary to establish and fund Capital Project No. 452

in the amount of $350,000.00; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under

Sections 4.5.5 of the County of Ulster’s State Environmental Quality Review Act

(SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated

April 20, 2010; and

 

WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore be it

RESOLVED, the 2015-2020 Capitol Program is hereby amended by

increasing the total cost of the “Perrine’s Bridge Abutment” project to $350,000.00;

and, be it further

RESOLVED, that Capital Project No. 452 Perrine’s Bridge Abutment

Restoration is hereby established and funded in the amount of $350,000.00; and, be it

further

RESOLVED, the development of the park parcel as described above shall be

considered a separate component of the Perrine’s Bridge Abutment project, to be

completed provided the entire project stays within the approved amount of

$350,000.000; and be it further

RESOLVED, that the 2015 Ulster County Capital Fund is hereby amended as

follows:

CREATE

Capital Project No. 452 Perrine’s Bridge Abutment $350,000.00

and, be it further;

RESOLVED, that the 2015 Capital Fund Budget be amended as follows:

 INCREASE AMOUNT

HH.1997.0452-4300.4355 Design $40,000.00
