Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, this Resolution has been submitted by the County Executive on

behalf of the Department of Public Works and the Department of Social Services; and

WHEREAS, the County, through the Department of Social Services’

Coordinated Children’s Services/NEXIS program, provides intervention and treatment

services for families whose children are at risk of placement into therapeutic foster care,

psychiatric hospitalization, or residential treatment facilities, in an effort to keep the

child safely in the home and avoid costly out-of-home placement; and

WHEREAS, the Ulster County Department of Social Services, Coordinated

Children’s Services Mental Health Clinic had previously operated a satellite office in

New Paltz to accommodate the needs of residents of southern Ulster County until

December 31, 2013; and

WHEREAS, that space is no longer available to the Department, and a new

location which is appropriate for a satellite clinic has been located in Highland; and

WHEREAS, the Commissioner of Public Works and the Commissioner of

Social Services request that the Chairman of the Legislature be authorized to enter

into a new lease, in order to re-open a satellite office to allow families to receive

services closer to home, allowing for a more convenient location to better serve

families in need of stabilization to avoid out-of-home placement; and

WHEREAS, said lease will be for a term of five years, commencing April 1,

2014 and ending March 31, 2019, at an annual rent of $9,972.00, with the cost of

heat included in the aforementioned annual amount; and

WHEREAS, in any event the tenant, the County of Ulster, shall have the

option to terminate the lease for any reason or for no reason, upon sixty (60) days

written notice to the landlord; now, therefore, be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to enter into a lease with G&J Properties, and any amendments thereto,

for office space located at 3433B Route 9W, Highland, New York, to be used as a

Coordinated Children’s Services Mental Health Clinic, in the form as filed with the

Clerk of the Ulster County Legislature or as modified with the approval of the

County Attorney,

and move its adoption.
