Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works; and

WHEREAS, the project will demolish the old County Jail at 61 Golden Hill

Drive and prepare the property as a shovel ready site for future development; and

WHEREAS, the approved 2017-2022 Capital Improvement Program includes

a project “Old Jail Demolition” in the amount of $997,920.00 for such project; and

WHEREAS, the New York State Empire State Development Office has

awarded Ulster County a Regional Council Award – Incentive Proposal in the

amount of $200,000.00 related to this project; and

WHEREAS, based on an updated scope of services which includes additional

environmental abatement necessary to implement this project, the total project cost

has increase by $112,080.00, resulting in a new project total of $1,111,000.00; and

WHEREAS, the Commissioner of Public Works requests that Capital Project

No. 447 be established and funded in the amount of $1,111,000.00 in order to

accomplish the demolition of the old County Jail and prepare the property as a shovel

ready site; and

WHEREAS, the County has undertaken an environmental review to comply

with the provisions of the State Environmental Quality Review Act, 6 NYCRR Part

617 (SEQRA) prior to commencing any work that would result in physical alteration

of the sites; and

 

WHEREAS, in accordance with the provisions of the State Environmental

Quality Review Act, 6 NYCRR Part 617 (SEQRA) the project is determined to be an

Unlisted Action, an uncoordinated review has been progressed, and a short form

Environmental Assessment Form has been completed; and,

WHEREAS, based on review of the Environmental Assessment Form it was

determined that the project would not result in any significant environmental impact

and a negative declaration has been prepared; and

WHEREAS, and subsequent development of the site will require additional

review under 6 NYCRR Part 617 (SEQRA); now, therefore be it

RESOLVED, that the Ulster County Legislature hereby finds and determines

that the project will not result in any significant environmental impact; and, be it

further

RESOLVED, that Capital Project No. 447 is hereby established as follows;

 CREATE AMOUNT

Capital Project No. 447 Old County Jail Demolition $1,111,000.00

and, be it further

RESOLVED, that the 2016 Ulster County Capital Fund is hereby amended as

follows:

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to enter into an agreement with the New York State Empire State

Development Office, in the form as filed with the Clerk of the Ulster County

Legislature or as modified with the approval of the County Attorney,

and moves its adoption.
